Answer: A first-time homebuyer is defined as someone who has not owned their primary residence in the last three years, OR a military member with discharge of other than dishonorable who has not previously used a mortgage revenue bond program such as FirstHome to finance a home purchase, OR someone purchasing a home in a targeted area (please use the Eligibility Quick Check to determine if you're purchasing in a targeted area).

Question: Do I have to be a first-time homebuyer to use IFA programs?

Answer: No. IFA offers options for both first-time and repeat homebuyers. Homes for Iowans is available to eligible first-time and repeat buyers, while FirstHome is generally designed for first-time homebuyers and certain buyers meeting exceptions.

What This Means for Des Moines-Area Buyers

The three-year rule is the single most misunderstood piece of Iowa's first-time homebuyer landscape. If you owned a home in Cedar Rapids in 2018, sold it, and have been renting an apartment in the Des Moines metro ever since, you may very well meet the definition today. If you're a service member with a discharge of other than dishonorable and you haven't previously used a mortgage revenue bond program such as FirstHome, past ownership may not stand in your way at all. Layer on the targeted-area provision, and the picture gets broader still — certain neighborhoods and census tracts across Iowa, including areas within the Des Moines metro, carry their own eligibility pathway regardless of whether you've owned before.
